A significant milestone was reached in the Imo State healthcare sector on Wednesday, May 7, 2025, as the state government formalized a landmark Public Private Partnership (PPP) with two globally recognized health solution providers. The partnership, supervised by the newly restructured Heartland Hospital Management Corporation, aims to revolutionize healthcare delivery across the state.
The Memorandum of Understanding (MoU), signed with JNC International Limited and Sepat Medical Investment and Management Company, outlines a commitment to provide comprehensive solutions for equipping and managing the state’s medical facilities. The agreement includes the supply of cutting-edge medical equipment, provision of technical manpower, and funding support, all in collaboration with the Imo State Health Insurance Scheme to improve accessibility to quality healthcare services.
Speaking at the signing event, Governor Hope Uzodimma emphasized that the initiative was part of his administration’s broader strategy to provide a lasting, quality-driven healthcare system for Imo residents. He expressed regret that the outdated 1978 Hospital Management Board law, enacted by military decree, had long hindered healthcare development in the state.
“From 1978 till now, successive governments neglected to update that law to meet modern realities. Consequently, our people have suffered avoidable deaths due to inadequate access to medical services and professional care,” Uzodimma lamented.
He noted that the partnership would overhaul the system, bringing in world-class equipment, technical manpower, and operational standards. The initiative will work in synergy with the Imo State Health Insurance Scheme, which currently offers an annual coverage of N15,000, making comprehensive care more accessible and affordable.
“Our goal is to eliminate inefficiencies, upgrade infrastructure, and save lives,” the Governor said. “This partnership marks a new beginning, with investors showing growing confidence in Imo State.”
Two agreements were signed: one with Sepat Medical Investment and Management Company, and another with JNC International Limited, both placing operations and equipment supply under the oversight of the Heartland Hospital Management Corporation.
Governor Uzodimma concluded by congratulating the people of Imo and encouraging all parties to honor the terms of the agreement to bring meaningful change to the state’s healthcare landscape.
